This would include, inter alia, strengthening of community-based institutions to assume responsibility for the tank system improvement and management, development of human resources and developing mechanisms whereby the needs of the traditionally vulnerable stakeholders can be addressed.


Strengthening community-based institution to assume responsibility for the tank system improvement and management, Tank System Improvement, Livelihoods support services for tank system users. The overarching objective of the project also includes selected tank based producers to improve agricultural productivity and water users associations to manage tank systems effectively and Project Management. Specifically, the objectives of the Institution Strengthening Component are to:

Capacitate, develop skills, and build on existing knowledge, attitude and aptitude of the elected functionaries of the Pani Panchayat and other institutions associated with it.

Develop human resources and empower community-based institution so that they are able to undertake greater responsibility of managing their tank systems effectively and improving the livelihoods of the stakeholders of the tank system through participative and contributive methods.

It encompasses support services tp Pani Panchayats and orientation to key officials to help to serve effectively in facilitating the Pani Panchayat for performing the devolved functions.

Apart from this, it is that the process would give power to people to identify issues, find solutions and focused coping mechanisms with enhanced skills and capacities and woll also bridge the gap between People of the Government in terms of processes and programmes through facilitation of Support Organisations (CBOs/NGOs) on a platform of trust, transparency and accountability.

Thus the underlying objective is to reduce vulnerability and make the environment more conducive and inclusive for every tank stakeholder through activities that are demand driven.


The Government of Odisha in partnership with Government of India has initiated Odisha Community Tank Management Project (OCTMP) to repair and rehabilitate approximately 900 minor irrigation tanks having a command area of 40 ha to 2000 Ha and covering 1.20 lakh ha across the state of Odisha with funding from World Bank. more
